Unlike the brown pelican, this bird is found mostly on inland waters. They swim on the surface of the water and submerge their heads to catch fish. 

White pelicans are a Species of Concern in Washington State. Their only known nesting place in this state is on Columbia River islands south of Pasco. In the fall, my favorite place to find them is the north end of Potholes Reservoir.
