The purpose of the club is to build and operate scale warships of the highest
possible quality. The following are basic requirements for club membership:
Each member must own and operate at least one
1/72nd
scale naval vessel known
to have sailed as a member of a naval formation during the period of 1900 to
1945, Each member must be at least 12 years of age, All prospective members
must be recommended by an active member.
Applications from prospective members will voted on at the next club
meeting following the date they are received. Approval for membership will
constitute a seventy five percent (75%) affirmative vote of the members present
at the meeting. Prospective members may participate in club functions while
waiting formal acceptance.
It must be understood that the primary goal of this club is to build and
operate scale warships; not to fight boats. To this end, the rules in this book are
written. It is not intended these rules be all encompassing. In this organization,
the spirit, and intention of a rule is held to be binding. The principles of
leadership, responsibility, fairness, and accountability govern this club. At no
time will parliamentary procedure or rules of order be invoked to subvert these
principles. Using loop holes to ‘beat the system’ is not considered to be fair and
honest participation.
Items not specifically covered in the rulebook may be ruled on by a
Technical Officer, Safety Officer, or Ship Certification Officer. These rulings will
stand, but may be challenged and overturned at the next club meeting with
seventy five percent (75%) of the members present voting to overturn the ruling.
Event Official and Referee rulings at events may be challenged after the
sortie is completed or before the next vessel starts its run in a maneuvering event.

also required. Any issues–items deemed crucial or extremely important by more
than twenty percent (20%) of the membership–require a full membership vote.
All elected terms of office are one year. No person may serve in the same
elected office for more than two consecutive terms.
All appointments to office are for one year, or until the next scheduled
general election.
Any elected or appointed officer may be challenged with a vote of no
confidence at any time. For this to occur 20% of the membership must submit a
signed petition to the Commanding or Operations Officer requesting that the
office at issue stand open for election at the next regular meeting. The individuals
requesting an election must also present a suitable and capable candidate to run
against the incumbent. These individuals must also prepare the necessary ballots
and mailings under the supervision of the most senior officer not involved in the
controversy.
Club dues are payable on the first of January and late on the last day of
February. Radio Frequencies are tied directly to paid up dues Refer to
Frequencies).
Lord Phinneus Fullofit Foghorn is the official Club spokesman. He holds the
position of Public Information Officer For Life. Club members are encouraged to
make outrageous statements in his name, especially to the press, other model
boat clubs, or anyone else who will listen.
